On 2005, the Montenegro Government adopted the document Agenda of Economic Reforms for Montenegro, 2002-2007, [1] which represents a further elaboration of the document Agenda of Economic Reforms for Montenegro, 2002-2006, which was adopted by the Government in March 2003. [2] After two years of implementation of the Agenda, it became necessary to make an analysis of everything done in the last two years, primarily for the purpose of learning a lesson from that experience, which would be needed for the next period of preparing for association with the EU. Furthermore, the success achieved in the implementation of the Agenda in the last two years pointed at the necessity of taking further action and supplementing the original document.
A satisfactory degree of macroeconomic stability has been achieved over the last two years (decreased budgetary deficit, low inflation rate, as well as development of a new institutional frame), which is what the Government’s endeavours were focused on.
It will now be focused on economic growth and development and boosting of the economy. That would lead to risen living standards and higher quality of life for all citizens and result from the growth and development owed to the private sector and its creative and innovative resources.
The achievement of Montenegro’s strategic goals, i.e., admission to the EU and WTO and risen living standards and improvement of the quality of life for its citizens, is feasible subject to the performance of a number of tasks.
