The present Law shall deal with the following:  the conditions and modalities of spatial planning and development, the development and use of buildable land and the construction of facilities; carrying out supervision over the application of this Law and supervisory inspections; other issues of significance in the development of space, landscaping and use of buildable land, and the construction of facilities.

The provisions of this Law do not apply to the construction of facilities which in terms of the Law governing affairs of defence are considered military facilities, as well as the facilities which according to the law dealing with mining, are regarded as mining facilities, installations and devices.
